Background/History: Peter Cheney, a.k.a. "Shock-Headed Peter," is an officer with the Neopolis Police Department. As with many of the officers and other characters seen in Top 10, we know little to nothing about his origins or how he came to possess his impressive electrical powers.

Personality/Motivation: Peter is not a very likable guy. He holds strong right-wing beliefs, of the extreme variety, and is a rather vocally bigoted against any and all forms of mechanical life (a.k.a. "clickers"). He's also not the brightest guy (hence his 9 INT) and often allows his emotions to speak for him (hence his 9 EGO). In many ways he's the "bad cop" to Duane "Dust Devil" Bodine's "good cop." Naturally, this sort of attitude has given Peter as less than stellar rep at the precinct.

Quote: "Sir, now was it the "hold it" or the "right there" you had trouble understanding?"

"Hell, Duane! Hatin' clickers is just natural.... They take folk's jobs, stink o' oil all the time. Ask me, them "One Flesh" guys got the right idea...."

Powers/Tactics: As his name insinuates, Shock-Headed Peter can generate powerful electrical discharges. He's been seen to knock a man out with the touch of a finger, project bolts of lightning, melt metal, and apparently shorted out a Walkman. He also managed to drive off (and eventually knock out) M'rrgla Qualtz with a pair of Thunderbolts. It's not clear if he has any additional powers—the cover to one issue showed him lit-up with electrical discharges, so one could consider some sort of bonus to his PRE that costs END (but since he never did that in the comic itself, I left it out). Finally, his electrical powers come at a cost—if Peter contacts water he'll short out in an impressive electrical display.

Appearance: Tall, with a thin, potbellied build, Shock-Headed Peter has red hair in a crew cut and a scattering of freckles on his face. His uniform consists of black boots, an orange jumpsuit, black shorts (worn over the jumpsuit), a wide belt, black arm bands, and a black shoulder/chest piece with a white skull face on it. He also wears what looks like metal headphones with antenna on his head. When he uses his powers (really uses them), Peter's skull will show through his skin.

Designer's Notes: I made Shock-Headed Peter to be fairly normal, physically with some extra CON, ED, and END to allow him to use his electrical powers effectively. I built his Multipower based on scenes from the Top 10 comic and by adapting powers from the UNTIL Superpowers Database. I have to wonder if his powers come from his headset or not. Early on he was a silver skeleton covered in snakes, eventually becoming a skeleton in overalls, and eventually the character we see in the comic.
