Background/History: Luffy was born into a small port town titled Fusha village. At the age of seven, he befriended a pirate named Shanks who made the port his base of operations for that year. During his stay on the port, Luffy constantly badgered Shanks that he was worthy in being in the crew. When Shanks turned him down, he began to compulsively eat an exotic fruit to prevent himself from being upset. Unknowing to him, he ate the legendary GumGum Devil Fruit. When Shanks discovered this present state of Luffy's eating frenzy, he turned him upside-down to force him to spit the fruit, only to find out that his legs grew longer resulting Luffy's head to hit the floor. When Shank's sailed from the port, he gave his most precious belongings to Luffy—his straw hat. From that day forth, Luffy promised Shank's that he would one day meet him again, but this time as the Pirate King.
Ten years later, Luffy now an ambitious and well trained young man sails the world as the captain of the Going Merry. His mission, to find the One Piece!
Personality/Motivation: Luffy wants to become the King of all Pirates and wants to have a good time doing it. He doesn't think about little things, like punching the son of a powerful Marine or how to get a get a bigger ship so he can begin his pirate career. All he knows is that he is strong, and because of that he will win. Luffy is a pirate, and quite well known (in fact the most infamous pirate in the East Sea). He hunted is by the Marines, like all pirates. In fact he has the largest bounty in the East Sea: 30,000,000 Berries!
Powers/Tactics: Luffy has gained his stretching powers from eating a legendary artifact called a Devil's Fruit. If a person eats one of these golden treasures, he gains powers beyond the norm but suffers the wrath of the sea. In other words, he will never be able to learn to swim.
Luffy uses his stretching power in ingenious ways. He will commonly use his full Stretching behind his back, releasing his attack forward and striking the victim with a 16" Stretching attack! He has also devised numerous other techniques using his stretching ability. He also acquired some special qualities to his being when he consumed the fruit. He can't be hurt by bullets or clubs, they sink into his body only to forceful ejected from his body when he stretches for the sky. Also, when he is shot, he does not have control over the path. Cannonballs bounce off of him and have no effect. In other words, against blunt objects, he is the ultimate fighting machine.
In aspiration Luffy also has trained hard to become the King of Pirates, not in the sense of navigation and ship tactics, but in pure brute force. He is quick, strong enough to pick a huge boulder and is agile enough to strike objects that most people would consider impossible. He is also very lucky, mostly in combat situations. He has been known to "accidentally" block attacks. He even at one point caught a shuriken with his teeth completely unknowingly!
Luffy has quite a few techniques he uses each with a different presentation. Here is a list for simplicity:
Appearance: Luffy stands about slightly above human average, which is even more deceiving because of his long thin arms and legs. His hair is jet black and huge black eyes. He has a scar under his left eye. He wears a three button red sleeveless shirt, wooden sandals and a pair of blue shorts.
In almost any situation he is beaming. Only when in the most dire of situations does his happy go lucky personality turn sour. This usually includes when someone damages his straw hat or someone endangers someone he respects. He also seems very casual and relaxed. His posture in combat shows this type of raw confidence.
